Title: Replace Historical Captain Permits With Standard Federal Charter/Headboat Permits in the Gulf of Mexico | |
Abstract:
This rulemaking action proposes to provide an opportunity for historical captain permit holders to replace their historical captain permits in the reef fish and coastal migratory pelagic fisheries with standard Federal for-hire permits. Historical captain permits were issued to qualifying captains when the Federal for-hire permits for those fisheries became limited access in 2006. Historical captain permits are not transferable and require the endorsement holder to be on the vessel. This action provides more flexibility because standard for-hire permits are transferable and the holder of the permit does not need to be on board while operating. The rule would apply to individuals that had a historical captain permit as of October 25, 2019. |
