Abstract:
In accordance with the Privacy Act of 1974, 5 U.S.C. sec. 552a, the Department of Homeland Security (DHS) United States Coast Guard (USCG) proposes to modify and reissue a current DHS system of records titled, DHS/USCG-002 United States Coast Guard Employee Assistance Program System of Records. This system of records allows DHS/USCG to administer the USCG Employee Assistance Program for military personnel and is being modified to include new system location, category of individuals, categories of records, and routine uses. The system location associated with this system of records notice (SORN) will be modified to include the Defense Sexual Assault Incident Database (DSAID), which serves as a centralized, case-level database for military sexual assault reports. DSAID is not an investigative database; it functions as a case management system to monitor the care provided to assist victims, and is not part of the legal process. The category of records in this SORN will be updated to include the DSAID control number; passport number; U.S. permanent resident card number; foreign identification; age; race; grade; and ethnicity. DHS/USCG is modifying Routine Use E and adding Routine Use F to conform with OMB Memorandum M-17-12, Preparing for and Responding to a Breach of Personally Identifiable Information (January 3, 2017). Additionally, DHS/USCG is adding Routine Use M to include the Department of Defense (DoD) Tier 4 administrators for maintaining, monitoring, and providing support to users of DSAID. Furthermore, all routine uses have been renumbered to account for these modifications. Lastly, DHS is making non-substantive changes to the text and formatting of the SORN to align with previously published DHS SORNs. |
