Title: Atlantic Highly Migratory Species; Amendment 14 Domestic Shark Quota Management Measures 
Abstract:

Atlantic Highly Migratory Species (HMS) fisheries are managed under the dual authority of the Magnuson-Stevens Conservation and Management Act (Magnuson-Stevens Act) and the Atlantic Tunas Convention Act (ATCA). This rulemaking would implement changes to the 2006 Consolidated HMS Fishery Management Plan (FMP) specific to domestic sharks. These changes would respond to NMFS' 2016 revisions implemented upon consultation with the regional Fishery Management Councils and the HMS Advisory Panel to the guidelines for implementing National Standard 1 of the Magnuson-Stevens Act. National Standard 1 requires that conservation and management measures "prevent overfishing while achieving, on a continuing basis, the optimum yield from each fishery for the United States fishing industry." Through these potential changes, this rulemaking could allow for greater flexibility related to managing quotas for shark species, and may result in modifications to the structure of the current Acceptable Biological Catch (ABC) control rule found in Amendment 3 to the 2006 Consolidated HMS FMP. This rule may also modify the regulations for the carryover of unused quota.
