Overall Description of Deadline: Section 4 of E.O. 13891 requires that agencies, within 300 days of the date on which OMB issues and implementing memorandum under section 6 of this order, shall, consistent with applicable law, finalize regulations, or amend existing regulations as necessary, to set forth processes and procedures for issuing guidance documents. Section 4 also establishes what such processes and procedures must contain.
