Title: ●Electronic Facility Operations Manuals | |
Abstract:
The Coast Guard will propose to allow facilities that transfer liquefied natural gas, liquefied hazardous gas, oil, or hazardous material, in bulk, to or from a vessel, regulated in 33 CFR parts 127 and 154 to submit either an electronic or printed copy of the operations manual, the emergency manual, and any amendments to the Captain of the Port (COTP) for examination. This rulemaking would also allow facility operators to maintain the manuals electronically or in print in the marine transfer area(s). Finally, the proposed rule would allow the COTP to notify the facility in writing that the manuals have been examined by the Coast Guard, in lieu of the COTP stamping and returning the second printed copy of the manual or amendments to the facility operator. |
