Title: Methylene Chloride; Commercial Paint and Coating Removal Training, Certification and Limited Access Program 
Abstract:

On January 19, 2017, EPA preliminarily determined that the use of methylene chloride in paint and coating removal poses an unreasonable risk of injury to health. EPA also proposed prohibitions and restrictions on the manufacture, processing, and distribution in commerce of methylene chloride for all consumer and most types of commercial paint and coating removal and on the use of methylene chloride in commercial paint and coating removal in specified sectors. In the final rule published on March 27, 2019, EPA determined that the use of methylene chloride in consumer paint and coating removal presents an unreasonable risk of injury to health due to acute human lethality. EPA did not finalize such a determination concerning the use of methylene chloride in commercial paint and coating removal and did not finalize that portion of the proposed rule. Rather, EPA issued an advance notice of proposed rulemaking on March 27, 2019 to solicit public input on a training, certification, and limited access program to address any unreasonable risks that EPA could potentially find to be presented by methylene chloride when used for commercial paint and coating removal.
