The Commission directed the Office of the General Counsel (OGC) to present for Commission consideration a revision of the Agency's Rules of Practice for Adjudicative Proceedings (Rules), 16 CFR part 1025. OGC drafted a notice of proposed rulemaking (NPRM), proposing to modernize the Rules to reflect changes in civil and administrative litigation since the Rules were adopted in 1980. OGC submitted a draft NPRM to the Commission, which the Commission approved and published with changes.  Staff submitted a draft supplemental notice of proposed rulemaking (SNPRM) to the Commission in FY 2019, addressing the comments on the previous NPRM, proposing additional revisions reflecting the Commission's experience in recent adjudications, and considering procedures from adjudicatory rules in use at other Federal agencies.
