Abstract:
The rulemaking will remove four regulations from part 125 that are redundant or unnecessary: 13 CFR 125.15, 125.16, 125.19, and 125.20. Specifically, 125.15, which addresses whether a Service Disabled Veteran-Owned (SDVO) small business can have an affiliate, is redundant because it is also addressed in 13 CFR 121.103, the general rules of affiliation. The rule affirming that a small business in another SBA program can qualify as SDVO (125.16) is unnecessary because there is nothing to the contrary. The rules in 125.19 stating that an SDVO small business is not entitled to a contract 125.19 and in 125.20 that a contracting officer decides on the method of competition are also unnecessary because they do not implement, interpret, or prescribe any law or policy. |
