Abstract:
The U.S. Small Business Administration ("SBA") is adding new regulations on guidance document procedures as required by Executive Order 13891, Promoting the Rule of Law Through Improved Agency Guidance Documents. These regulations codify SBA's internal procedural requirements governing the review and clearance of guidance documents. Federal agencies are required to issue regulations to set forth processes and procedures for issuing guidance documents with the purpose of increasing transparency around guidance documents. |
