Title: Federal Acquisition Regulation (FAR); FAR Case 2019-014, Strengthening America's Cybersecurity Workforce 
Abstract:

DoD, GSA, and NASA are issuing a proposed rule amending the Federal Acquisition Regulation (FAR) to implement Executive Order 13870, America’s Cybersecurity Workforce. Executive Order 13870, which directs agencies to incorporate the National Initiative for Cybersecurity Education (NICE) Framework lexicon and taxonomy into contracts for information technology and cybersecurity services. Contracts for information technology and cybersecurity services must include reporting requirements that will enable agencies to evaluate whether personnel have the necessary knowledge and skills to perform the tasks specified in the contract, consistent with the NICE Framework.
