Title: Export Controls for Additive Manufacturing Equipment for Printing of "Energetic Materials" | |
Abstract:
The Bureau of Industry and Security (BIS) controls the export, reexport, and transfer (in-country) of dual-use and less sensitive military items through the Export Administration Regulations (EAR), including the Commerce Control List (CCL). Certain items, however, may not yet be listed on the CCL or controlled multilaterally because they are emerging technologies. One such item is additive manufacturing equipment for energetic "materials,” which are defined in the EAR as substances or mixtures that react chemically to release energy required for their intended application. Subclasses of energetic materials include "explosives,” "pyrotechnics,” and "propellants.” In this rule, BIS is proposing controls on certain additive manufacturing equipment used to print energetic materials” and related software and technology. |
