Title: ●National Security License Application Review Policy for People's Republic of China, Venezuela, and Russia | |
Abstract:
In this final rule, the Bureau of Industry and Security (BIS) amends the Export Administration Regulations (EAR) to revise the license review policy for items controlled for national security reasons destined to the People’s Republic of China or the Russian Federation. This revision is made in order to impose a more restrictive license review policy and set forth an illustrative list of review criteria, which will make the license process more consistent and predictable. With a robust list of license application review factors, BIS expects that license applications will include information that address these factors, which will decrease the risk that items subject to the EAR will contribute to the military capability of countries of concern, thereby increasing the national security of the United States. |
