Title: Modification of DFARS Clause "Change in Place of Performance--Ammunition and Explosives" (DFARS Case 2018-D043) 
Abstract:

DoD is issuing a proposed rule to amend the Defense Federal Acquisition Regulation Supplement (DFARS) to consolidate DFARS clauses 252.223-7002, Safety Precautions for Ammunition and Explosives, and 252.223-7003, Change in Place of Performance, Ammunition, and Explosives, under a single contract clause to ensure contractor compliance with DoD policy in a standardized manner. As a result of this rule, all pertinent terms and conditions related to handling ammunitions and explosives under a DoD contract will be located under a single contract clause. In addition, this rule removes from DFARS clause 252.223-7003 all instructions that speak to potential offerors on a contract and relocates the instructions to a new solicitation provision. This will ensure that pre-award solicitation requirements are not contained in resultant contracts.
