Title: Export of Previously Imported Liquefied Natural Gas  
Abstract:

The U.S. Department of Energy (DOE) is proposing to treat applications for re-exports of liquefied natural gas (LNG) (exports of LNG previously imported LNG) under section 3(a) of the Natural Gas Act, consistent with the public interest. Section 3(a) of the Natural Gas Act requires authorization from DOE for the export of natural gas. DOE is required to issue such authorization unless it finds the export would not be consistent with the public interest. Under section 3(c) of the Act, imports of natural gas are "deemed" to be in the public interest by law. In this case, because the gas was imported in the first instance, there is really no export occurring. So, such re-exports would be deemed to be in the public interest.
