Abstract:
Section 6 of the Toxic Substances Control Act (TSCA) requires EPA to address unreasonable risks that the Administrator has determined are presented by a chemical substance under the conditions of use. Following a risk evaluation carried out under the authority of TSCA section 6, EPA has determined that 1-bromopropane presents unreasonable risks of injury to health. EPA is initiating rulemaking under TSCA section 6 to address these unreasonable risks. EPA's risk evaluation, describing the conditions of use and presenting EPA's determinations of unreasonable risk, is in docket EPA-HQ-OPPT-2019-0235, with additional information in docket EPA-HQ-OPPT-2016-0741. |

Statement of Need: Following a risk evaluation carried out under the authority of TSCA section 6, EPA has determined that 1-bromopropane presents unreasonable risks of injury to health. EPA is initiating rulemaking under TSCA section 6 to address these unreasonable risks. Risks were identified for a majority of the conditions of use including processing into a formulation; use as solvent in industrial and commercial cleaning and degreasing, including vapor degreasing, cold cleaning and spray and aerosol degreasers; use in adhesives and sealants; use in dry cleaning and spot cleaning for clothing; use in several specialty spray/aerosol applications, as well as most consumer uses. |

Risks: As identified in the risk evaluation, 1-BP presents an unreasonable risk under to health of workers and occupational non-users during occupational exposures, and to consumers and bystanders during exposures to consumer uses. The unreasonable risk determinations are based on developmental toxicity from acute exposures, and developmental toxicity and cancer from chronic exposures, from inhalation and dermal exposures to workers and consumers, and inhalation exposures to occupational non-users and bystanders. |
