Title: ●Procedures for Rulemaking Under Section 6 of the Toxic Substances Control Act 
Abstract:

EPA is developing a proposed procedural rule under the Toxic Substances Control Act (TSCA) for the management, by rule, for existing chemicals determined to present unreasonable risks. This procedural rule would present a transparent and consistent approach to EPA rulemaking under TSCA section 6(a). The rule would establish a process for collaborating with other Federal agencies, involving the public, and engaging in formal consultations with certain stakeholders. The rule would also identify the type(s) of information needed from stakeholders in order to better inform risk management, and one or more approaches for evaluating critical or essential uses. EPA expects that this action would increase the public's understanding and confidence in EPA's section 6 rulemakings.
