Abstract:
The Consolidated Appropriations Act, 2021 requires the Assistant Secretary for Communications and Information to promulgate rules to establish the Connecting Minority Communities Pilot Program. This program provides $285 million in grant to Historically Black Colleges and Universities (HBCUs), Tribal Colleges and Universities (TCUs), and Minority-Serving Institutions (MSIs) for the purchase of broadband internet access service and eligible equipment or to hire and train information technology personnel. This final rule codifies and sets forth eligibility requirements for the program. |
