Title: Removal of Hong Kong as a Separate Destination Under the Export Administration Regulations 
Abstract:

In this rule the Bureau of Industry and Security (BIS) amends the Export Administration Regulations (EAR) to remove the Special Administrative Regions of Hong Kong (Hong Kong) as a separate destination from the Export Administration Regulations, and other amendments as appropriate, pursuant to Executive Order 13936 of July 14, 2020, in response to the newly imposed security measures on Hong Kong by the Chinese Communist Party (CCP) and the government of the People’s Republic of China (China). These new measures fundamentally undermine Hong Kong’s autonomy. The undermining of Hong Kong’s autonomy increases the risk that sensitive U.S. technology and items will be diverted to unauthorized end uses and end users in China.
