The Guam kingfisher (Todiramphus cinnamominus), or Sihek, is a bird that was previously endemic to the island of Guam but has existed only in captivity since the 1980s. The primary cause of its decline and extinction in the wild was predation by the nonnative brown treesnake (Boiga irregularis). The threat of the brown treesnake on Guam presently precludes reintroducing Guam kingfishers within their historical range. Prior to restoring Guam kingfishers to Guam, we are proposing to release Guam kingfishers on Palmyra Atoll. To ensure minimal impact of our releases on the co-managers of Palmyra Atoll (FWS and The Nature Conservancy), we are also proposing to designate all kingfishers released on Palmyra Atoll as a nonessential experimental population under section 10(j) of the Endangered Species Act.
