Title: Federal Property Management Regulations (FPMR)/Federal Management Regulation (FMR); FPMR Case 2018–101–2; FMR Case 2018–102–7, Supply and Procurement; FPMR Subchapter E Migration to FMR
Abstract:

The General Services Administration (GSA) is proposing to migrate the Federal Property Management Regulation (FPMR), subchapter E, addressing supply and procurement, to the Federal Management Regulation (FMR). The FPMR is written using detailed and prescriptive language. The FMR, by contrast, uses plain language, and uses a question-and-answer format. GSA, by regulatory action in 2000, established the FMR as the successor regulation to the FPMR.
