Title: Federal Management Regulation; FMR Case 2019-102-2, Fleet Management Systems  
Abstract:

The General Services Administration (GSA) is proposing to migrate the Federal Property Management Regulations' (FPMR) subchapter G, which addresses interagency motor vehicle fleet management systems (IFMS), to the Federal Management Regulation (FMR). This Proposed Rule updates policies governing the establishment and operation of an IFMS and procedures under which an IFMS may be established, operated, curtailed, or discontinued. GSA shall establish and provide for the operation of an IFMS for the purpose of providing more efficient or economical transportation of Government personnel and property by providing an agency with Federal Government-owned motor vehicles; and/or the use of motor vehicles, under rental or other arrangements, through private fleet operators, taxicab companies, or local or interstate common carriers within specific areas.
