Title: ●Manners of Appearance at Hearings  
Abstract:

We propose adding definitions to clarify how hearings are held. We also propose obtaining opt-outs when a claimant requests a hearing before an Administrative Law Judge in the Office of Hearings Operations. At the hearing level, after claimants elect which manners of appearance they are willing to accept, we will schedule in one of those manners, absent good cause.
