Title: Implementing Projects in the TIP/STIP | |
Abstract:
This rulemaking to amend 23 CFR part 450 would help avoid delays in implementing projects in the Transportation Improvement Program/Statewide Transportation Improvement Program (TIP/STIP) due to the need to develop a revised list of agreed to” projects for the TIP/STIP in cases where Federal funds available are significantly less than the authorized amounts, or where there is a significant shifting of projects among years in the approved STIP. The proposed rule would consider allowing States, metropolitan planning organizations (MPOs), and transit operators to draw from all four years of the TIP/STIP. The proposed rule also would consider removing regulatory provisions related to the phase-in of planning requirements for performance management as the phase-in period has passed. |
