Title: ●Updating Minimum Energy Standards for HUD-Assisted Housing (FR-6292) | |
Abstract:
This notice is a Preliminary Determination by HUD and the U.S. Department of Agriculture (USDA) regarding the adoption of the 2021 edition of the International Energy Conservation Code (2021IECC) and the 2019 edition of the American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE) Standard 90.1 (ASHRAE 90.1-2019), pursuant to the statutory requirements of section 481 of the Energy Independence and Security Act of 2007 (EISA). EISA amends section 109 of the Cranston-Gonzalez National Affordable Housing Act of 1990 (Cranston-Gonzalez) (42 U.S.C. 12709), which establishes procedures for HUD and USDA to jointly determine the feasibility of adopting the most recent IECC and ASHRAE codes. Cranston-Gonzalez Section 109(d) requires HUD and USDA to assess the impact that the adoption of these codes will have on the affordability and availability of HUD- and USDA-assisted housing covered by the statute (new construction only) (referred to as the Determination). This Notice would seek input from the public to inform HUD and USDA in the preparation of a Final Determination. |
