Abstract:

The General Services Administration is proposing to amend multiple parts of the Federal Management Regulation (FMR), to address recommendations to replace or modify regulations. Changes update and improve Federal policy regarding personal property.

Proposed amendments include revisions to the donation program to incorporate recent legislation (The Federal Assets Sale and Transfer Act of 2016, Pub. L. 114-287, section 23) regarding an updated definition to regarding museums (FMR 102-37) and the reorganization of certain FMR parts to reflect the asset management lifecycle.
