Title: Manner of Appearance at Hearings 
Abstract:

We propose adding definitions to clarify how hearings are held. We also propose to retain the opportunity for claimants to object to the manner of appearance offered, with the exception of in-person hearings. If a claimant fails to timely object to the manner of appearance, we will extend the time to do so if the claimant shows good cause for missing the deadline.
