Title: Endangered and Threatened Wildlife and Plants; Reclassifying the Fender's Blue Butterfly From Endangered to Threatened With a Section 4(d) Rule 
Abstract:

FWS will make a final determination on our proposal to reclassify the Fender’s blue butterfly (Icaricia icarioides fenderi) from endangered to threatened on the List on endangered and Threatened Wildlife. The Fender’s blue butterfly is found in the Willamette Valley of Oregon. FWS will also finalize the rule under section 4(d) of the Endangered Species Act for Fender’s blue butterfly.
