Title: Experimental Populations; Reorganization of Species-Specific Regulations for Experimental Populations 
Abstract:

Pursuant to the Endangered Species Act of 1973 (ESA), this proposed rule would reorganize the species-specific experimental population regulations (also called special rules) at 50 CFR 17, subpart H, and their corresponding entries on the List of Endangered and Threatened Wildlife (List) at 50 CFR 17.11(h). Currently, FWS species-specific experimental population regulations in 50 CFR 17.84 and 17.85 are difficult to navigate and overly long, with no room to logically grow to add new designations and regulations. Additionally, FWS experimental population designations in the List at 50 CFR 17.11(h) do not follow a standard convention for indicating the designated population. This rule would reorganize the species-specific rules in 50 CFR 17, subpart H, and establish a convention for adding experimental populations to the List at 50 CFR 17.11(h).
