Title: Automation of CBP Form I-418 for Vessels 
Abstract:

This rule amended regulations regarding the submission of CBP Form I-418, Passenger List - Crew List (Form I-418). Previously, the master or agent of every commercial vessel arriving in the United States, with limited exceptions, had to submit a paper Form I-418, along with certain information regarding longshore work, to CBP at the port where immigration inspection was performed. Most commercial vessel operators were also required to submit a paper Form I-418 to CBP at the final U.S. port prior to departing for a foreign port. Under this rule, most vessel operators are required to electronically submit the data elements on Form I-418 to CBP through the National Vessel Movement Center in lieu of submitting a paper form. This rule eliminated the need to file the paper Form I-418 in most cases. This resulted in an opportunity cost savings for vessel operators as well as a reduction in their printing and storage costs. CBP no longer needs this information as it is receiving it from the Coast Guard. This rule is consistent with Executive Order 14058, which directs agencies to take actions that improve service delivery and customer experience by decreasing administrative burdens, enhancing transparency, and improving the efficiency and effectiveness of government.
