Title: ●Amendment 124 to the BSAI FMP for Groundfish and Amendment 112 to the GOA FMP for Groundfish to revise IFQ Program regulations | |
Abstract:
The North Pacific Fishery Management Council (Council) recommended this proposed action to implement Amendment 124 to the Fishery Management Plan (FMP) for Groundfish of the Bering Sea and Aleutian Islands Management Area (BSAI) and Amendment 112 to the FMP for the Groundfish of the Gulf of Alaska (GOA). If approved by the Secretary of Commerce and implemented by NMFS, this action would amend Federal regulations for fisheries managed under the Individual Fishing Quota (IFQ) Program and the Community Development Quota (CDQ) Program to modify pot gear configuration, gear retrieval, and pot limits requirements. This proposed action would also amend regulations to authorize jig gear for the harvest of sablefish, temporarily remove the Adak community quota entity (CQE) residency requirement for five years, and modify recordkeeping and reporting requirements. The Council’s intent in recommending Amendments 124 and 112 is to increase operational efficiency and reduce administrative burden for IFQ Program and CDQ Program participants. The proposed action would affect individual fishery participants that use fixed gear to harvest halibut and sablefish IFQ and CDQ, providing additional flexibility and clarity for those participants. The rulemaking authorities for this action are Section 304(b)(1)(A) and Section 305(d) Magnuson-Stevens Fishery Conservation and Management Act (MSA) and Section 773c(c) the Northern Pacific Halibut Act of 1982 (Halibut Act). |
