Title: Endangered and Threatened Wildlife and Plants; Establishment of a Nonessential Experimental Population of the Gray Wolf in the State of Colorado 
Abstract:

We propose to establish a nonessential experimental population (NEP) of the gray wolf (Canis lupus) in Colorado, under section 10(j) of the Endangered Species Act of 1973, as amended (Act). Establishment of this NEP will facilitate the State of Colorado’s reintroduction of gray wolves and provide for allowable legal incidental taking of the gray wolf within the NEP area. The best available data indicate that reintroduction of the gray wolf into Colorado is biologically feasible and will promote the conservation of the species.
