Title: Exchange Visitor Program--Summer Work Travel 
Abstract:

The Department of State published two interim final rules (IFRs) with request for comment on April 26, 2011 and May 11, 2012 to amend the regulatory requirements of the Summer Work Travel (SWT) category of the Exchange Visitor Program. Together, these IFRs strengthened the portions of the regulations intended to protect the health, safety, and welfare of SWT Program participants and to reinforce the cultural exchange aspects of the SWT Program to promote mutual understanding in accordance with the Mutual Educational and Cultural Exchange Act of 1961. The Department reviewed the comments submitted in response to the two IFRs and published a Notice of Proposed Rulemaking (NPRM) on January 12, 2017, with 45 days for comment. The Department received 98 comments in response to the 2017 NPRM. Since the publication of the NPRM in 2017, various program disruptions and improvements have made the previously suggested modifications obsolete. Therefore, the Department believes that finalizing this rule at this time is not appropriate. The Department is withdrawing the RIN associated with this rulemaking. If appropriate, the Department will publish a new NPRM in the future.
