Title: Agreement Between the United States of America, the United Mexican States, and Canada (USMCA) Implementing Regulations Related to the Marking Rules, Tariff-Rate Quotas, and Other USMCA Provisions | |
Abstract:
This rule amends the U.S. Customs and Border Protection (CBP) regulations to include implementing regulations for the preferential tariff treatment and related customs provisions of the Agreement between the United States of America, the United Mexican States, and Canada (USMCA). The USMCA applies to goods from Canada and Mexico entered for consumption, or withdrawn from warehouse for consumption, on or after July 1, 2020. This document amends part 182 of title 19 of the Code of Federal Regulations (19 CFR part 182) to implement the provisions related to general definitions, import requirements, export requirements, drawback and duty-deferral program, commercial samples, goods re-entered after repair or alteration in Canada or Mexico, and penalties. This document also includes amendments to 19 CFR 132.17 to add the sugar-containing products subject to a tariff-rate quota under Appendix 2 to Annex 2-B of Chapter 2 of the USMCA to the CBP regulations governing the requirement for an export certificate, and conforming amendments to the recordkeeping provisions in part 163 and to the modernized drawback provisions in part 190. |
