Title: State Enforcement of Inland Navigation Rules 
Abstract:

The Coast Guard will remove an incorrect statement about field preemption of State or local regulations on the topic of inland navigation. The rule will clarify that conflict, not field preemption, applies in the area of inland navigation.  Removing the incorrect language from the CFR will confirm the ability of States to regulate inland navigation as they have historically done.
