Title: ●Randolph-Sheppard Act 
Abstract:

The Randolph-Sheppard Act is intended to provide blind persons with employment and economic opportunities through the operation of vending facilities on Federal and other property. The Department’s current regulations define various terms concerning the requirements of the Randolph-Sheppard Act and its Vending Facility Program. The Biden-Harris Administration believes that blind vendors supported by the Randolph-Sheppard Act should have the fullest opportunity to own and operate vending machines or facilities as contemplated by the statute. However, the Randolph-Sheppard regulatory definitions of "vending machine" and "vending facility" have not been updated since 1977 and do not clearly reflect modern economic and technological developments or the vending capabilities of blind vendors today. Therefore, the Department intends to regulate to revise these definitions in the Randolph-Sheppard implementing regulations to modernize the Randolph-Sheppard Vending Facility Program and to better ensure that blind vendors have access to the opportunities supported by the Randolph-Sheppard Act.
