Title: ●Petroleum and Chemical Sector Reconsideration  
Abstract:

This action will address certain issues raised in petitions for reconsideration on the petroleum refining, petrochemical, and chemical sectors, including: the Petroleum Refineries National Emissions Standards for Hazardous Air Pollutants (NESHAP) (80 FR 75178, December 15, 2015), 40 CFR part 63, subpart CC; the Ethylene Production NESHAP (85 FR 40386, July 6, 2020), 40 CFR part 63, subpart YY; the Miscellaneous Organic Chemical Manufacturing NESHAP (85 FR 49084, August 12, 2020), 40 CFR part 63, subpart FFFF; and the Organic Liquids Distribution NESHAP (85 FR 40740, July 7, 2020), 40 CFR part 63, subpart EEEE. In particular, the agency plans to reconsider certain aspects of similar standards that can be found in these NESHAP, including the work practice standards (WPS) for pressure relief devices (PRD) and emergency flaring, the WPS for degassing of floating roof storage vessels, as well as address certain other clarifications and technical amendments raised in petitions for reconsideration for each source category.
