Title: Airplane Fuel Efficiency Certification 
Abstract:

In 2017, the International Civil Aviation Organization (ICAO) adopted a standard for carbon dioxide (CO2) emissions from airplanes and the Environmental Protection Agency (EPA) adopted the ICAO standard into U.S. regulations as 40 CFR part 1030 on January 11, 2021 (86 FR 2136). Under the Clean Air Act (CAA), the FAA has the responsibility to enforce that standard at the time of aircraft certification. This rulemaking would adopt the necessary regulations for the FAA to enforce the standard in the United States.
