Title: Centers of Excellence and Expertise | |
Abstract:
U.S. Customs and Border Protection (CBP) plans to finalize amendments to CBP regulations that established the Centers of Excellence and Expertise (Centers) as a permanent organizational component of the agency. The interim amendments, which were published in the Federal Register on December 20, 2016, and became effective on January 19, 2017, and a related technical correction document that was published in the Federal Register on September 5, 2019, amended various parts of title 19 of the Code of Federal Regulations (19 CFR). By shifting certain trade functions to the Centers and authorizing the port directors and Center directors to exercise certain trade functions concurrently, the interim amendments provided broad, centralized decision-making authority to the Centers to better enable the Centers to facilitate trade, reduce transaction costs, increase compliance with applicable import laws, and achieve uniformity of treatment at ports of entry for certain identified industries. |
