Title: Aggravation Definition 
Abstract:

The Department of Veterans Affairs (VA) amends 38 CFR 3.306 and 3.310 to more clearly define aggravation in service connection claims.  The new definition incorporates interpretive guidance from case law; inclusive in this definition is the requirement of permanent worsening. These amendments are in accordance with the President’s priorities that improve service delivery, customer experience, and reduce administrative burdens for those accessing public benefits and services.
