Title: Federal Employee Health Benefits Program: Effective Date of Coverage  
Abstract:

OPM proposes to modify its FEHB enrollment regulations regarding the effective date of coverage. The regulatory changes would allow FEHB coverage to become effective upon an employee’s initial opportunity to enroll. The regulatory changes would promote recruitment of new Federal employees and align with the best practices of the private sector.
