Title: ●Privacy Act and Freedom of Information Act Regulations 
Abstract:

The Office of Management and Budget (OMB) seeks public comment on a proposed rule that would revise OMB’s regulations implementing the Privacy Act and the Freedom of Information Act (FOIA). These revisions would update OMB’s regulations to reflect changes in OMB’s current organizational structure and best practices. The proposed amendments would also ensure consistency: (1) between the access to records procedures in OMB’s Privacy Act regulations found at 5 CFR part 1302 and OMB’s FOIA regulations found at 5 CFR part 1303; and (2) with applicable law and policies that were enacted after OMB originally issued its Privacy Act regulations in 1976, such as the Creating Advanced Streamlined Electronic Services for Constituents Act of 2019, OMB Circular No. A-130 on "Managing Information as a Strategic Resource," and Executive Order 13179 on Establishment of the Federal Privacy Council. The proposed revisions would also align OMB’s regulations with those of other agencies, thus promoting uniformity across agencies.
