Title: Equity in Dispute Resolution 
Abstract:

The rule proposes to streamline the dispute resolution process with a proposed rule open for public comment, followed by a final rule.  The proposed changes are intended to make the dispute resolution process more accessible, transparent, and fair.  The proposed changes include encouraging lower-cost options for dispute resolution, removing duplicative and unnecessary processes related to final agency determinations (FAD), and streamlining access to judicial review.  The proposed changes are based on feedback from program participants who have raised concerns about difficulty, expense, fairness, and confusion navigating the dispute resolution process. The proposed rule would also ask the public whether there should be an alternative process for dispute resolution that does not involve costly arbitration for the farmer.
