Title: Updates to 7 CFR 3560.566, Off-Farm Labor Housing, Loan and Grant Rates and Terms; Clarification of Grant Agreement Terms - Proposed rule | |
Abstract:
The Off-Farm Labor Housing (Off-FLH) Grant program assists qualified applicants who cannot obtain commercial credit on terms that will allow them to charge rents that are affordable to low-income tenants. Borrowers must have sufficient qualifications and experience to develop and operate the project by providing affordable financing to develop housing for year-round and migrant or seasonal domestic farm laborers. The objectives of the Off-FLHLGP are to increase: (1) the supply of affordable housing for farm labor; and (2) the ability of communities to attract farm laborers by providing affordable, decent, safe, and sanitary housing. The intention of this proposed rule is to update 7 CFR 3560.566 by adopting the period of performance requirements found in 2 CFR 200. As required under 2 CFR part 200, the Agency must include the term for the period of performance of the Federal award that has been given in the grant agreement. Therefore, the term of the grant agreement, under the proposed changes in this proposed rulemaking are intended to include a fixed period of time in 7 CFR 3560.566(c). The proposed changes are expected to enhance customer experience by clarifying for applicants and grantees their understanding of their obligations and requirements as a federal award recipient. |
