Title: Food Standards: General Principles and Food Standards Modernization 
Abstract:

The Food Safety and Inspection Service (FSIS), in coordination with the U.S. Food and Drug Administration (FDA), is proposing to establish general principles that would be the first step in modernizing and updating the framework for food standards (including standards of identity, standards of quality, and standards of fill of containers). FDA and FSIS jointly issued a proposed rule in 2005 proposing such general principles. FDA reopened the comment period in 2020 because of the time that has elapsed since the publication of the proposed rule during which time there have been additional technological advances and other changes in the food industry that could help inform the development of a modernized food standards framework. Many of the comments submitted in response to the reopening suggested that the general principles be revised and consolidated to make the principles easier to understand and implement. As a result, FSIS and FDA decided to withdraw the 2005 proposed rule. FSIS and FDA intend to publish a new proposed rule.
