Title: Supplemental Nutrition Assistance Program: Revision of Race and Ethnicity Data Collection Methods
Abstract:

Revises regulations at 7 CFR 272.6(g) to eliminate the option for State agencies to use visual observation to collect race and ethnicity data from program applicants who do not voluntarily provide it. This rule is intended to align SNAP regulations with current Federal policy. On June 27, 2022, FNS published the proposed rule in the Federal Register. FNS received comments from the public, State agencies that administer SNAP, research and advocacy organizations, and associations representing program health and human service agency leaders and nutritionist education administrators. FNS plans to consult with the U.S. Department of Health and Human Services (HHS), Centers for Medicare and Medicaid Services (CMS) and the Administration for Children and Families (ACF) to discuss best practices for collecting race and ethnicity data in other means-tested programs when participants do not self-identify. Communities affected by this rule are all low-income individuals eligible for SNAP.
