Title: Regulatory Amendment to Update Atlantic Highly Migratory Species Regulations for Sea Turtle Careful Release Equipment and Techniques in Pelagic Longline, Bottom Longline, and Gillnet Fisheries | |
Abstract:
Atlantic highly migratory species (HMS) fisheries are managed under the dual authority of both the Magnuson-Stevens Act and the Atlantic Tunas Convention Act. This action will amend the HMS regulations at 50 CFR part 635 to update the sea turtle safe handling and release requirements in HMS pelagic longline, bottom longline, and gillnet fisheries, consistent with revised technical memoranda issued by the Southeast Fisheries Science Center. Two revised technical memoranda update the current sea turtle safe handling and release requirements, more clearly describe safe handling techniques, update the names of some required tools, and approve three additional tools for safe handling and release as options to meet existing requirements, which substantively remain unchanged. All previously-authorized tools and gear removal protocols are still approved for use and the needed regulatory changes are minor. |
