Title: Proposed Rule for Designation of a National Marine Sanctuary Within Papahānaumokuākea Marine National Monument 
Abstract:

As directed by Congress in the Joint Explanatory Statement accompanying the FY21 Consolidated Appropriations Act (December 27, 2020), NOAA's proposed action is to consider designating the marine portions of Papahānaumokuākea Marine National Monument as a national marine sanctuary, following the designation process in section 304(a) of the NMSA (16 U.S.C. 1434). As part of the sanctuary designation process, NOAA will develop designation materials including a draft sanctuary management plan, proposed sanctuary regulations, and proposed terms of designation.
