Title: Pacific Island Fisheries; Catch and Retention Limits for Striped Marlin in the Western and Central Pacific Ocean North of the Equator 
Abstract:

NMFS proposes yearly catch and retention limits for the Western and Central North Pacific Ocean (WCNPO) stock of striped marlin caught by U.S. fishing vessels. The WCNPO striped marlin stock is defined as those caught in the Pacific Ocean west of 150°W longitude and north of the equator. This action is required under Magnuson-Stevens Fishery Conservation and Management Act section 304(i) to address U.S. fishing vessels’ relative impact on this internationally overfished stock in the absence of international rebuilding measures. The proposed catch limit is specified in conservation and management measures from the Western and Central Pacific Fisheries Commission and has not yet been added to domestic regulations. The catch limit would apply to all U.S. fishing vessels. To ensure the catch limit is not exceeded, the proposed retention limit would only apply to U.S fisheries where catch information is available in-season; this includes Hawaii deep-set and shallow-set limited entry longline fishing vessels. If the proposed retention limit is projected to be reached, NMFS will prohibit retention of WCNPO striped marlin caught by those longline fishing vessels for the remainder of the calendar year.
