Title: ●West Coast Groundfish Electronic Monitoring Program; Regulatory Amendment; Service Provider Revisions 
Abstract:

The Electronic Monitoring program allows vessels participating in the Trawl Rationalization Program the option to use electronic systems (cameras, sensors, recording and data storage devices) in lieu of human observers to meet 100 percent catch monitoring and accounting requirements. Currently, the fishery continues under exempted fishing permits (EFPs) with Pacific States Marine Fisheries Commission (PSMFC) conducting the video review process for the industry. However, timely review and submission of the data has been challenging, and the current inability of PSMFC to meet these timelines under the EFP has caused concern regarding the deadlines and the potential increase in costs associated with increasing the amount of personnel to meet the video review workload and deadlines. Therefore, this rulemaking will modify submission deadlines in federal regulations specific to vessel feedback reports, summary reports, and logbook submissions by EM service providers.  Additionally, this rulemaking will clarify regulations on how EM discard data should be estimated via the video review process. This action is necessary because the current regulatory deadlines for EM service providers may be too restrictive. This action is expected to provide cost savings and more flexibility, while still meeting the data collection and data quality requirements of the EM program.
