Title: Proposed Amendments to End-Use and End-User Based Export Controls, Including U.S. Persons Activities Controls, and Human Rights Controls 
Abstract:

In implementation of and consistent with broadened Export Control Reform Act (ECRA) authority to control U.S. person activities that are not otherwise subject to the Export Administration Regulations (EAR), the Department of Commerce, Bureau of Industry and Security (BIS) is proposing EAR amendments to control U.S. persons support of foreign military, intelligence, and security end users and end uses, and foreign maritime nuclear propulsion projects. In addition, BIS proposes restrictions on exports, re-exports, and transfers (in-country) to these end users and end uses.  This rule also proposes clarifying the EAR with respect to the prohibition against certain maritime nuclear propulsion plant end uses and the definition of support as used in the U.S. persons activity controls.
